ADVERTISEMENT FOR BIDS CITY OF HOBOKEN

HUDSON COUNTY, NEW JERSEY

NOTICE IS HEREBY GIVEN that sealed bids will be received by the representative of the Division of Purchasing, for the City of Hoboken, in the County of Hudson, State of New Jersey ("Owner") on AUGUST 6, 2020 at 2:00 p.m. prevailing time at City Hall, Office of the City Clerk, 94 Washington Street, Hoboken, New Jersey 07030 at which time and place bids will be opened and read in public for:

CITY HALL PORTICO SAFETY REHABILITATION

BID NO. 20 – 05 (2nd attempt for Bid 19 – 15)

ONLY PREVIOUSLY PRE-QUALIFIED BIDDERS ARE ELIGIBLE TO SUBMIT BIDS FOR THIS PROJECT.

City Hall is closed to the public, therefore bids will be opened and read in public virtually via the City of Hoboken YouTube channel at https://bit.ly/37Y2veW.

Questions must be submitted via email to purchasing@hobokennj.gov by JULY 23, 2020 at 4:00 pm.

The work to be performed under this contract shall include:

1.      Stabilization of existing brownstone elements.

2.      Limited replacement of coffered plaster ceiling.

3.      Full replacement of existing coffered plaster ceiling.  (ALTERNATE NO. 1)

4.      Infill existing skylight.

5.      Restoration of existing light fixtures and re-lamping with LED. (ALTERNATE NO. 2)

6.      Installation with new LED pendant lighting. (ALTERNATE NO. 3)

7.      Replacement of existing damaged exterior raceways and wiring.

8.      Installation of new single ply SBS modified bitumen roof and flashing at portico roof.

9.      Bird excrement removal.

10.    Painting

The work contemplated under this Contract shall be completed on or before One Hundred and Twenty (120) days after issuance of the Notice-to-Proceed.

Copies of plans, specifications, and contract documents will be on file for public inspection between the hours of 9:00 a.m. and 4:00 p.m. prevailing time, Monday through Friday, excluding legal holidays at  HMR  Architects,  HMR  ARCHITECTS,  821  ALEXANDER  RD.,  SUITE  115,  PRINCETON,  NJ 08540, and may be obtained in print upon payment of $100.00, said sum not refundable, or via email from leasure@hmr-architects.com at no cost.

Pre-bid  Site  Meeting:   All  bidders  must  visit  the  building  prior  to submission  of  a  bid  in  order  to familiarize  themselves  with  the  existing conditions.   The Pre-Bid  Site  Meeting  is  scheduled  for Tuesday, July 14, 2020 at 10am at Hoboken City Hall. The Pre-bid site visit is not mandatory, but it  is  highly  recommended

that  contractors  attend.  Submission  of  a  bid  shall  indicate  that  the contractor has visited the site and is familiar with the existing conditions.

Each  bid  must  be  made  upon  the  prescribed  forms,  furnished  with  the  Contract  Drawings  and Specifications,  including  the  non-collusion  affidavit  and  ownership  statement  compliance  form  andmust be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00.  Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is  accepted  and  a  Contract  awarded  to  the  bidder,  the  Contract  shall  be  duly  executed  and  its performance  properly  secured.    The  successful  bidder  shall  furnish  and  deliver  to  the  Owner  a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract.  Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract.  

In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages.  Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended.  All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders.  

Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the CITY HALL PORTICO SAFETY REHABILITATION, BID NO. 20-04.

The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq Chapter 150 of the Laws of 1963, effective January 1, 1964 and the Public Works Contractor Registration Act (NJSA 34:11-56.48).

All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days.

The Owner reserves the right to reject any and all bids pursuant to applicable law and regulations, to waive  informalities  or  irregularities  in  the  bids  received  and  to  accept  the  bid  from  the  lowest, responsive, and responsible bidder.
