NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that sealed bids will be received by the representative of the City of Hoboken, County of Hudson, State of New Jersey on Wednesday, October 9, 2019 at 2:00 PM prevailing time at City Clerk, Hoboken City Hall, 94 Washington Street Hoboken N.J. 07030 at which time and place bids will be opened and read in public for:

Bid No. 19-18 (3rd Attempt)

Elysian Park Services Building Structural Rehabilitation All work on this contract shall be completed within ninety (90) calendar days.

The Work of this Contract includes rehabilitation of the Elysian Park Services Building as follows:  structural  repairs  to  front  facade;  waterproofing;  grouting;  repointing;  stairwell

removal/backfill and restoration of the project area. Contract Documents and Drawings for the proposed work, which have been prepared by Lahita Engineering are available at the Office of the City Engineer, 94 Washington Street, Hoboken, New Jersey, and may be inspected by prospective bidders between the hours of 8:30 a.m. and 3:30 p.m.

Monday through Friday.

Bidders will be furnished with a CD of the Contract Documents by request upon proper notice and payment of a non-refundable charge of ten dollars ($10.00) payable by check to City of Hoboken or by credit card to defray the cost thereof.  Cash will not be accepted. Proposals must be made on the standard Bid Proposal form in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to Mayor and City Council, City of Hoboken, and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New

Jersey and acceptable to the City of Hoboken and either a Bid Bond or a Certified Check drawn to the order of Treasurer of the City of Hoboken for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00.  The successful bidder is hereby notified that a performance bond for the full amount of this project is required.

The award of the Contract for this project will not be made until the necessary funds have been provided by the City of Hoboken in a lawful manner.  By virtue of Executive Order #34  (1976),  vendors  currently  suspended,  debarred  or disqualified  are  excluded  from participating on this project.

The City or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work

NTB-2of  the  nature  required  before  furnishing  proposal  forms  or  specifications,  or  before awarding the Contract.

Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents.

The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the City.  The right is also reserved to

increase   or   decrease   the   quantities   specified   in   the   manner   designated   in   the Specifications.

The successful bidder shall be required to comply with the following:

A.       Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et seq.).

B.       The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.).

C.       Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the

Copeland Act.

D.       Worker and Community Right-to-Know Act (N.J.A.A. 34:5A-1).

Moreover,  the  bid  must  be  accompanied  by  a  list  of  names  and  addresses  of  all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).

Bidders are required to comply, where applicable, with the requirements of N.J.S.A 10:5- 31  et  seq.,  N.J.A.C.  17:27  –  1  et  seq.,  New  Jersey  Statutes  Title  19  Fair  and Open Process,  the  City  of  Hoboken  Chapter  20A  Fair  and  Open  Process,  and  all  other applicable laws.
